FAPAC is the oldest and largest AAPI affinity group for Federally-employed Asian Americans and Pacific Islanders. FAPAC leadership training programs are designed for public servants from entry-level to Senior Executive Service.
We originated as a group of Coast Guard personnel who were regularly celebrating and sharing Asian American and Pacific Islander (AAPI) culture within our professional community. In 2016, we officially became a Chapter of FAPAC.

The only non-profit organization dedicated to the Coast Guard's Asian American and Pacific Islander community, FAPAC-USCG works to drive systems of change necessary to strengthen our community and improve diversity within the Coast Guard, while remaining focused on sustaining a service culture where everyone is included, valued, and respected.
Duy Lam is a native of the Philadelphia Metro Area (FLY EAGLES FLY!). Duy entered the Coast Guard in June of 2014 and achieved the rank of MST2 before earning his commission in the 2017 SRDC program. He currently serves as the Reserve Force Readiness Chief for the Sector Maryland National Capital Region in Baltimore. His goals for his tenure are to promote the AANHPI population to the greater Coast Guard and help junior and senior leaders collaborate. He is happily married to his wife, Diana, since 2013 and they share two amazing children.
Heather Scheer joined the Coast Guard in 2008, spending over ten years Active Duty in both Multi-Mission and ATON assignments before transferring into the Reserve. She currently serves at CG Station Wrightsville Beach, NC and has spent the last three years as the Public Affairs and Outreach Coordinator within the Chapter. Heather is focused on providing opportunities for professional and personal development for its members. With a background in Leadership and Organizational Change, she wants to focus her tenure on allyship and expanding the AANHPI community within the Coast Guard. Heather enjoys spending her time traveling, at the beach, and fishing with her husband and two young children.
Vinnesha Blas was born in Guam and grew up in Maui, Hawaii. Blas joined the Coast Guard in 2017 and was stationed at the Ceremonial Honor Guard and Aids to Navigation Team in Baltimore, MD after graduating from bootcamp. Now, she serves as an Executive Secretariate to the 27th Commandant and 33rd Vice Commandant in Washington, DC. She is committed to uplifting the AAPI community within the Coast Guard and Federal Government as a whole, seeking to drive positive change, providing mentorship and leadership opportunities for the AAPI community.
Creighton Chong was first introduced to FAPAC-USCG when he reported as the Supervisor of CG Marine Safety Detachment (MSD) American Samoa in 2020, fulfilling one of his CG career aspirations in becoming an MSD Supervisor of a Pacific Island being of Filipino-Hawaiian decent. For Creighton, he feels it is his duty to serve the public that shares an ancestral lineage while also serving as a role model to other Asian-Pacific Islanders and hopefully inspire them to join the Coast Guard. Currently, Creighton serves the Coast Guard working alongside NASA.
Strengthen and support organizational efforts in expanding training and career development opportunities such as mentoring programs, peer support programs, leadership conferences, and professional development training.

Facilitate effective programs and initiatives that will promote opportunities for Asian American and Pacific Islanders (AAPI) in all professions, and increase the AAPI rates at all levels of the Coast Guard especially in senior officer, senior enlisted, and civilian executive positions.
